A top Cuban communications official said Monday that the communist
government is wary of a Miami company's plan to run a fiber optic cable
to the island

And why wouldn't they be wary?

Cuba has had internet access via the USA for about 10 years in the past
and never reported problems.
So: no reason to be wary.

Comrade Christensen has a RICH fantasy life. He pretends GREAT expertise
on Cuba and the Cuban people although he has never been there. The problem
